The OMNI-PoPu Centre

The OMNI-PoPu Centre aims to develop a framework for the economic evaluation of digital public policies, an area that remains largely unexplored despite the major challenges posed by digital transformation (competition, inequality, employment, democracy, security, the environment and health).

Drawing on two organisations – Marsouin and AFREN – which have been assessing digital usage and the digital economy for over 15 years, and led by IMT Atlantique in collaboration with several partner universities (the IMT Group, the University of Rennes, Rennes 2, Brest, Angers, INSPE and Inria), the OMNI-PoPU Centre covers the entire evaluation chain — from design to impact assessment (randomised trials, differences-in-differences, etc.) — with specific expertise in algorithmic auditing and the evaluation of supranational digital regulations (DSA, AI Act), as well as the integration of various stakeholders into the evaluation criteria.

Six areas of expertise have been identified:

In particular, OMNI-PoPu will focus on the folllowing themes: Digital Platforms, Competition and Consumer Protection / Information, Disinformation and Democracy / Digital Health and the Medico-Social Sector / Digital Technology in Education / Territory and digital inclusion.

The centre is funded by the Brittany Region and through its contractual activities.

The OMNI-PoPu centre contributes to five partner Master’s programmes and produces open science tools, publications and recommendations for public decision-makers.
